HELSINKI (Reuters) - The world's top cellphone maker, Nokia, plans to install Linux software on just one new smartphone next year, a source with direct knowledge of Nokia's product roadmap told Reuters.

As for installing software, it's as easy as clicking Applications>Ubuntu Software Center>double click an application from a finely categorized list (e.g., Games), then click install. Who demolished the historic mosque in the holy city of Ayodhya, and who all had been preparing the ground for it since long? What strategies were adopted for achieving this goal? The setting up of a derisory one-man enquiry and assigning for it a short period of three months was indicative of the ground reality that to answer these and other related questions no Gordian knot was to be untied. And this was quite understandable.

Answers to the questions to be probed were, thanks to a well-developed electronic media in the country, already in public domain. The heinous crime openly committed in broad-daylight had been witnessed by millions of television viewers across the globe. Unleashing of provocative religious politics in the years preceding the commission of the crime — and indeed culminating into it — was also common knowledge. But official recognition of these well-known facts required authentication by a quasi-judicial body, and hence the Liberhan Commission. What went wrong with that quick-enquiry mechanism compelling it to get its tenure gradually multiplied by 66, remains a mystery uncovered. At last, at a whopping cost of eight crore rupees a report was produced in June this year. While it was yet being kept a closely guarded secret, someone let the cat out of the bag. Those indicted in it are annoyed and intend to use this opportunity to reunite their warring factions with a view to re-gaining the paradise lost, by whipping up religious sentiments once again. Those expected to act on the report are in a quandary: what to do with the inordinately delayed report while the nation has in the meanwhile buried the bitter past and revived its secular polity? The hurriedly produced ATR promises, besides some cosmetic rhetoric, to get expedited the court cases already pending against those blamed in the report for the 17-year old catastrophe. Later, reacting to the furore over the superficiality of ATR the government reportedly referred the Liberhan findings to the CBI.

Nokia has a problem: it is both the largest handset vendor in the world, by a significant margin, and the largest smartphone vendor in the world – again, by a significant margin. Yet it has never managed to crack the U.S. smartphone market, and it has begun losing market share even in its European strongholds, primarily to Apple, though RIM, Samsung, and HTC are also threats. Nokia admits that it was caught sleeping while Apple first redefined the mobile user experience with the iPhone, and then again when Apple reenergized app development with the App Store. Nokia’s initial response has been lackluster: adapting its existing Symbian S60 OS to support touch, applying that to a few phones (the 5800 and the N97), and stumbling in its initial launch of the Ovi Store.

After playing with a production N900 for the past couple of weeks, I have discovered the answer: Maemo is nowhere near ready for mainstream consumers. There was reason for my initial optimism: the OS has power to spare; it is basically a desktop Linux system in a tiny package. Maemo can handle multiple live apps minimized to little cards (similar to Palm’s webOS); the browser is unadulterated Mozilla code and includes support for a full implementation of Flash 9. The N900 has a high resolution 800×480 screen, TI OMAP3 (Cortex A8) processor, 32 GB flash storage plus an empty microSD card slot, forward facing VGA camera, and 5 MP camera on the rear with dual LED flashes and Carl Zeiss branding. There is a sliding physical QWERTY keyboard, and, for watching media, a pull out kickstand. The N900 has WiFi, quadband GSM and Triband HSPA 900/1700/2100, making it perfect for T-Mobile’s 3G network in the U.S.

‘Let the temple come up.’ This was the remark made by Atal Behari Vajpayee when I asked what his reaction to the destruction of the Babri Masjid was one day after the event. I was surprised because I considered him a liberal force in the Bharatiya Janata Party (BJP). Yet I did not attach much importance to his remark. Now that the one-man commission on the demolition, headed by Justice Manmohan Singh Liberhan, has named Vajpayee as one of the collaborators in the pulling down of the mosque, his remark falls into place. How could he have reacted differently when he was a party to the ‘meticulously planned’ scheme to demolish the mosque? That L.K. Advani and Murli Manohar Joshi, the other two BJP leaders, were co-conspirators was known on Dec 6, 1992. The surprising name for me is that of Vajpayee. I would have been indulgent towards him if I had not seen a clip of his speech. A television network showed it on the day a Delhi paper published the leaked report. Vajpayee said on Dec 5, one day before the demolition of the mosque, that the ground would be ‘levelled’ and a ‘yangya’ (religious celebration) held at that place.

The ministry said it would not appeal a decision by the Swiss Criminal Court to release the 76-year-old director, adding that he can leave jail after his pays bail, surrenders his identity documents and has an electronic monitoring system installed and tested. The announcement means Polanski will be able to continue his fight against extradition to the United States in a 1977 sex case from the comfort of his $1.6 million chalet in the exclusive winter resort of Gstaad. Authorities in Los Angeles want him sentenced for having sex with a 13-year-old girl.

With Google’s Chrome system now somewhat publicly available (through the source code of the latest development stage), it’s continuing to make headlines. Here’s our run-down of the latest news and rumors about the system.

Chrome is, of course, still in development, but is available in a form that can at least partially be tested through virtualization (running it via dedicated software in another operating system). Those who’ve tried it out report that, as expected, it’s really little more than a browser with access to web-based applications and some basic operating system tasks. Surprisingly one report said it really needs 1GB of RAM to work smoothly , though this may not reflect how the finished, standalone system will work. The director of mobile computing at chipmaker ARM, Bob Morris , has publicly praised Chrome. He gives the thumbs up to the lack of ties to hardware and the open source nature of the system’s development. Of course, there’s more than just principles in question here: Chrome netbooks could prove a valuable market for ARM’s processors.

InfoWorld imagines a scenario in which Microsoft conducts a full-frontal attack that starts with classifying Chrome OS as “desktop Linux” ( Canonical, which makes the Linux distribution Ubuntu, has been helping Chrome OS take shape ). In fact, Microsoft is unlikely to go on the attack at all.

First of all, Chrome OS is aimed solely at the netbook market, and it won’t arrive until late 2010, at which point Windows 7’s hold on the netbook market will have been building for a year. Google’s operating system, remember, is not targeting the desktop and server systems that represent the lion’s share part of Windows’ installed base. Microsoft recently donated significant amounts of driver code to the Linux community — something it would never have done years ago.

What's an OS for? Thanks to Rupert Murdoch , Google has spent most of the time it probably wanted to be talking about Chrome discussing the value of paid content on the Web; but that's actually an awful lot of what Chrome is really for. It's a big fancy browser on custom-built hardware, which is another answer to the question I asked Google's VP of engineering (and ex-Microsoft general manager in charge of evangelising Windows as a platform) Vic Gundotra at the Google IO developer conference this year: when Google does its own OS, how will it deal with drivers and peripherals? Do what Apple does and lock down the hardware so you have hardly any drivers to worry about and stick a Web server in everything else so you can use inefficient but ubiquitous Web protocols instead.

Part of that is because Chrome OS looks very similar to Chrome — just another browser. Also, beneath the surface, it uses standard components from Linux in a way that's subtly but significantly different to anything that's gone before on the desktop — or more accurately, the netbook, which is where this operating system is tuned to live. Chrome OS won't be available as a general distribution in the way that, say, Ubuntu is officially available; instead, Google will be working with manufacturers to get it installed on hardware that conforms to the company's specifications. However, the source code is available and, as with Android, there's no particular reason that others can't produce and distribute variations.

The reversal of the sugarcane pricing policy, which had been announced by the Central government through an ordinance last month, was not unexpected. A policy that hurt the interests of farmers in states which account for the highest sugarcane acreage and production could not be defended, even if it had many good points. Therefore, the government had to beat a retreat and drop a section from the ordinance which would have denied the farmers the rightful price in some situations.

The new policy was good to the extent that it sought to bring about uniformity in cane prices. It also sought to address the problem of state governments announcing State Advised Prices (SAP) over and above the Centre’s Statutory Minimum Price(SMP), resulting in price increases of sugar. The idea of a fair and remunerative price (FRP), that was introduced, made it obligatory for states that  fixed a higher price to pay for it. But since this was not possible, only the sugar mills would have gained. In UP the FRP is about Rs 130 while the SAP is 160. Now the difference between the two has to be paid by the mills. The pricing of sugarcane has always been distorted because of the politicisation of the industry. The problem becomes acute in times of shortage like this year, when production is expected to be about 7.5 million tonnes short of demand. The acreage is less because three successive years of good crop has put a cap on prices and on farmers’ income. But it was wrong to allow only the sugar mills to gain from the shortage in output and the high prices of the commodity.  Sugar policy should ideally take into consideration the interests three main groups – cane growers, mills and consumers. Very often the policy is seen favouring one or the other, depending on the existing circumstances and political considerations. This is not the ideal situation for a country which is the highest consumer and the second largest producer of sugar in the world.

Sitting back at No. 2 on the Top500 list of supercomputers for more than a year, Jaguar overtook IBM's "Roadrunner" according to the twice-yearly list that will be unveiled Tuesday at the SC09 Conference in Portland, Ore. Jaguar beat out the competition by showing it can process 1.75 petaflop/s, or quadrillions of floating point operations per second, according to the Top500 Linpack benchmark . IBM's Roadrunner was pushed back to No. 2 by posting a processing speed of 1.04 petaflop/s, a dip from the 1.105 petaflop/s it reached in a June 2009 test. The slower performance this time around is apparently due to a repartitioning of the system.

It’s no secret that I like Linux. Just about any time I’m not using my Mac, which is increasingly in my budding filmmaker of a son’s hands, I’m probably using some flavor of Linux, even if it’s to run an RDP session on a Windows box. Of course, it’s also no secret that I spend a lot more time in a web browser that I do dealing with the OS, so whatever, right? Well, there are still plenty of things for which an OS is useful, if nothing more than a secure platform on which to run your web browser. Even Google’s Picasa is a handy little photo manager that interacts nicely with web albums, but sits on a desktop to actually perform most of its functions. Video editing, desktop publishing, etc., all work better on an OS of some sort rather than some cloud-based application. So what does this have to do with my daughter? And better yet, how could I possibly tie this into Ed Tech? Well, it all goes back to diaper-changing. I’ve changed more diapers than I care to count. Like thousands of them. Wet ones, slimy ones, scary ones. You get the picture. However, I’ve never changed a girl’s diaper. My other kids are all boys and I have long since mastered changing boy diapers. But it’s different when the diaperee is a girl. You have to check in the wrong spot to see if they’re wet. And cleanup from those slimy, scary diapers is a whole different ballgame with girls. With boys, if they decide to let ‘er rip while you’re changing said diaper, you know precisely where you stand. With girls, not so much.

The fall edition of the list was announced this morning at the SC09 supercomputing trade show in Portland, Oregon. The single biggest transition in the list is the move to quad-core - and in some notable cases, six-core - processors inside supercomputing systems. And most of the machines on the list now run Linux with x64 processors. The key differences between machines are what network interconnects and topologies are deployed and what adjunct processing elements (if any) are used to boost the performance of the central processors in server nodes. The differences are substantial enough for specific workloads to keep a whole bunch of HPC suppliers busy at a time in the market when you think there might be two suppliers left.

The new release brings with it several core updates, newer versions of Gnome and KDE, and numerous updated packages. Even if most of the Earth were to be destroyed by a natural cataclysm predicted long ago by the ancient Mayans (or Hopis, or even the I Ching — take your pick), director Roland Emmerich would surely survive, if only to crawl back and polish off what little was left.

Going in to Emmerich's "2012," I was prepared to set my brain on spin-cycle and just roll with it — who doesn't enjoy a good CGI soak now and then? And there is in fact some snazzy digitalia on display here: a monster tsunami crashing over the Himalayas; a spectacular White House takedown (yet again); and some monster-wave ship-twirling that's truly, uh, titanic. An L.A. freeway buckles and falls, Las Vegas craps out, and the coast of California rears up and slides right into the ocean. All that, plus lots of collapsing high-rise real estate, fireball storms and geysers of boiling black magma. But there's an awful lot of this stuff; and since the movie is more than two and a half hours long — and since we are a nation of very jaded FX gluttons by now — surely there are some who'll find much of it grindingly monotonous. We should probably be grateful to Emmerich for not larding the picture with the endless eco-blather that burdened his last disaster special, "The Day After Tomorrow"; but this one is sprinkled with little We Are All One sermonettes that are almost as irritating.

Starting with the long-held misapprehension that the Mayan calendar picks 2012 as the date of humanity's doom, Emmerich fleshes out that bit of pseudo-history with some pseudo-science -- some nonsense about solar flares, and neutrinos heating the Earth's core -- and throws hundreds of millions of dollars and an expertly chosen cast at it. The result is a movie that takes the manifold guilty pleasures of such past Emmerich extravaganzas as "Independence Day" and "The Day After Tomorrow" -- not to mention the Emmerich-inspired "Armageddon" and "Deep Impact" -- and amplifies and expands them until they fill up 2 1/2 overstuffed hours.

THE POLITICS: All of the health care packages are expensive — the House bill is projected to cost $1.2 trillion over 10 years and the Senate Finance Committee bill is projected to cost $829 billion. But President Barack Obama has pledged that overhauling health care overhaul will not add to the growing federal budget deficit. Obama has also promised not to raise taxes on families making less than $250,000 a year. The House bill attempts to abide by Obama’s tax promise, with a few notable exceptions, by largely relying on a new income tax on millionaires. The bill approved by the Senate Finance Committee takes a more Republican approach by taxing high-end health insurance plans. Republican Sen. John McCain of Arizona advocated a similar tax when he ran against Obama for president. Obama opposed the tax on health benefits when he was a candidate.

WHAT IT MEANS: Taxes will increase if any of the plans are enacted. The House bill would impose a 5.4 percent income tax on individuals making more than $500,000 and joint filers making more than $1 million. The top income tax rate is 35 percent. If existing tax cuts expire in 2011, as Obama wants, the top rate would grow to 39.6 percent. The new health care tax would further increase that to 45 percent. The House bill would also impose a 2.5 percent tax on the sale of medical devices. The Senate Finance Committee bill would impose new taxes on insurance companies, drugmakers and medical device manufacturers. The Senate bill would impose a 40 percent tax on the portion of insurance premiums exceeding $8,000 a year for individuals and $21,000 a year for family plans. That tax would be imposed on insurance companies, though it would likely be passed on to consumers, including many middle-income families. All the plans require individuals to get qualified health insurance, and they all impose taxes on people who don’t, with exemptions for financial hardships.
