Ideally, the Congress would have loved to ignore it, but the trumpeting by the BJP has forced the party to make the Nano a major campaign issue to counter the State ruling party’s claims.

The Leader of the Opposition in the State Assembly, Shaktisinh Gohil, says the Congress will not try to evade the Nano issue, but will focus on the per capita cost the project had imposed on the State because of the unprecedented loans Mr. Modi had given to the Tatas to shift the project to Sanand. For a project of Rs. 2,000 crore, the State Government had given a loan of over Rs. 9,000 crore at only 0.01 per cent interest. “It is your and my money that Mr. Modi has bestowed on the Tatas to fill their own coffers,” the Congress will be telling voters. The Tatas had also not given any assurance on employing locals in the project as it did in West Bengal, it will point out. Mindful of the “India Shining” campaign of 2004, the BJP is careful not to trumpet the “Nano achievement” in rural areas, where it matters little to people.
