UP Chief Minister Mayawati uses her birthday celebrations every year to send across a political message. The celebrations usually include inauguration of projects built with public money. This year, by dedicating Lucknow’s sewage treatment plant—the largest in Asia—to UP’s people, Mayawati highlighted her new focus: Urban UP.

The political message she sent out last week has been in the making for some time. It first became evident when she deputed her close aide and BSP general secretary Satish Chandra Mishra to monitor the progress of ongoing urban development projects a few months ago. Over the last few weeks, Mishra, accompanied by a battery of senior officers, has visited several towns for inspection.

The urgency is understandable. All projects under JNNURM have to be executed by 2012—the year UP holds its next assembly elections. Meeting the deadlines makes immense political sense: work finished can translate into votes.
